The Republic of Lavalon wishes the <a href="http://www.kiva.org/lend/316236">Serenidad Group</a> of Paraguay and the <a href="http://www.kiva.org/lend/316537">Mjimwema Group</a> of Tanzania good fortune in their new business endeavours. </p>
<p>Lavalon&#8217;s commitment to international development now accounts for 6.5% of the Republic&#8217;s budget. In two years of supporting micro credit loans, the Republic of Lavalon has never had a creditor default on a loan.</p>
<p>We actively target groups of women with our loan activity, as part of our desire to address gender inequality. 100% of loan recipients supported by the Republic of Lavalon have been women. 66% of our loans have gone to women in South America, and 33% to women in Africa. This is consistent with our stated policy of targeting support to those areas of the world affected by the legacy of European colonialism and US imperialism.</p>
<p>The Republic of Lavalon calls on all micronations and like entities to support the <a href="http://www.un.org/millenniumgoals/">UN Millenium Development Goals</a>, and in particular the target of dedicating 0.07% of GDP to international development assistance.</p>

			<content:encoded><![CDATA[<p>The office of President announces that there will be a public cabinet meeting at 10:00am on Sunday the 28th of November, Australian Eastern Standard Time.</p>
<p>This works out as 6:00pm Saturday the 27th of November American Eastern Standard time and 11:00pm Saturday the 27th of November GMT.</p>
<p>All Lavalonian citizens are encouraged to participate, all others are welcome to observe.</p>

<p>17 April 2010: Representatives of the Republic of Lavalon have participated in the world&#8217;s first independent academic conference on micronations in Sydney, Australia.</p>
<p>Convened by Dr Judy Lattas and funded by Macquarie University, the Polination Conference brought together micronations and academic observers from around Australia.</p>
<p>The Republic of Lavalon&#8217;s Consul, Jason Mckerra, presented a paper to the conference on Australia&#8217;s British Israelite micronations, in particular the notorious David Siminton and the Principality of Camside.</p>
<p>Media representatives from Globo TV (Brazil), the BBC (UK), Associated Press (USA/worldwide) and Fairfax News (Australia) reported on proceedings, and conference delegates including representatives of the Republic of Lavalon were interviewed during the day.</p>
<p>Conference proceedings were filmed by Paul Poet and his crew for <em>Empire Me: New Worlds Are Happening</em>, the 90-minute documentary about micronations and alternative communities, which is scheduled for release in October 2010 at the Berlin Film Festival.</p>

			<content:encoded><![CDATA[<p>On the 24th of April the Republic of Lavalon&#8217;s Returning Officer, Mr Julien Starr, did inform the acting Consul that Consular elections, as required under the proclamation of the 23rd of July and as scheduled by Law 1 of 2010 and Order 3 of 2010 had not occurred.</p>
<p>Therefore, acting upon the authority of article v of the proclamation of the 23rd of July, I hereby order that:</p>
<p>1. The position of Consul is replaced by that of President of the Republic.</p>
<p>2. The President of the Republic shall issue such orders as prove necessary for the good governance of the Republic.</p>
<p>3. The President of the Republic shall appoint and dismiss Ministers of State.</p>
<p>4. The President of the Republic and Ministers of State together constitute the cabinet, and are empowered to make laws and expend funds for the good governance of the Republic.</p>
<p>5. All measures contrary to this proclamation are hereby suspended.</p>
<p>6. The provisions of this proclamation shall remain in force until the President in Cabinet and the Senate jointly agree to alter or abolish them.</p>

			<content:encoded><![CDATA[<p>1. The Elections (delay) Act 2010 calls for an election for the position of Consul on the 17th of April. </p>
<p>2. The government is unable to call elections within the legislated time frame.</p>
<p>3. Elections are hereby called for Saturday the 24th of April, 2010.</p>
<p>4. The Consul shall appoint a Returning Officer to conduct and oversee the election by the 14th of April.</p>
<p>5.The Returning Officer shall call for nominations for the position of Consul by the 15th of April. </p>
<p>6. Only citizens of the Republic, as defined under the terms of the Proclamation of the 23rd of July, are entitled to nominate. The Returning Officer may not nominate.</p>
<p>7.Citizens seeking to nominate may nominate themselves without a second.</p>
<p>8. The Returning Officer will be the final arbiter in deciding on the validity of a nomination.</p>
<p>9. Nominations for the position of Consul shall close at 5pm, Australian Eastern Standard Time, on the 22nd of April.</p>
<p>10. The Returning Officer shall email an electronic ballot paper to all citizens at 12.01am, Australian Eastern Standard Time, on the 24th of April.</p>
<p>11. The electronic ballot paper is a text document, that lists the candidates standing for election in alphabetical order, followed by the option &#8220;None of the Above&#8221;. </p>
<p>12. Citizens shall vote by compeleting their electronic ballot, and emailing it back to the returning officer.</p>
<p>13. The ballot closes at 11.59pm, Australian Eastern Standard Time, on the 24th of April.</p>
<p>14. The Returning Officer saves all electronic ballot papers to their computer, without identifying the citizen who casted the ballot in the file name. Each ballot paper will then be opened and counted, without identifying the citizen who cast the vote.</p>
<p>15. In the event that no citizen nominates to contest the election by the close of nominations, the Returning Officer will inform the Senate that the election has failed.</p>
<p>16. In the event that only one nomination is recieved, the election shall continue, with voters selecting either the candidate or the option &#8220;None of the Above&#8221;.</p>
<p>17. The Returning Officer will announce the results of the election on the 25th of April. The candidate that recieves a plurality of votes shall be declared the winner.</p>
<p>18. In the event that &#8220;None of the Above&#8221; wins a plurality of votes, the Returning Officer shall inform the Senate that the election has failed.</p>
<p>19. The government shall enter caretaker mode at the point nominations are called. At this point, the tenure of all Ministers will be suspended, and the Consul shall refrain from issuing new executive orders.</p>
<p>20. A new consul takes office at the moment the Returning Officer publishes the results of the election.</p>
<p>21. In the event the Returning Officer informs the Senate the election has failed, the previous Consul will continue to act in care taker mode until the Senate resolves the situation.</p>
<p>22. No Consul, government Minister, or other person, may use the resources of the government, or facilities they have at their disposal as a result of their service to the Republic, as part of their campaign for election.</p>

<p>2. The Senate is required to make every effort to pass a new constitution before the 31st of March 2010.</p>
<p>3. If the Senate fails to adopt a constitution before the 31st of March 2010, an election for the position of Consul shall be held on the 17th of April 2010.</p>
