1. Mr Harry Spooner is hereby appointed Minister to North America.
2. The Minister to North America shall represent the Republic to nations, businesses, individuals and other entities of interest or concern to the Republic on the North American continent.
3. The Minister to North America is a member of the Government and reports to the Consul.
