Order 003 of 2009 – Foreign Policy

In matters of foreign relations and diplomacy the Government of the Republic shall be guided by the Foreign Policy Statement of August 2 (Schedule 1 to this Order).

Foreign Policy of the Republic of Lavalon
Adopted August 2, 2009.

Mission: The Republic of Lavalon seeks to establish mutually benificial ties of friendship with like minded entities.

On the Existence and Rights of Micronations

1. A micronation is an entity that conducts itself as if it was, or was similar to: a sovereign state, a government in exile, or an organisation representating a nation-like community; and that is unrecognised by most or all sovereign states.

2. The political existance of a micronation is independent of recognition by other entities.

3. Every micronation has the right to proclaim it’s existence, organise itself as it sees fit, legislate upon it’s interests, admit citizens, negotiate and sign treatys, raise and expend funds, and issue documents to it’s citizens.

4. All micronations are juridically equal, enjoy the same rights, and have equal capacity in their exercise.

5. The Republic of Lavalon recognises the right of any person or persons to declare the existence of a micronation.

On Defacto Recognition

6. The Republic of Lavalon extends de facto recognition to any entity that, calling itself a micronation, conducts the kind of activities that a micronation is entitled to conduct.

7. In extending de facto recognition to a micronation, the Republic of Lavalon is in no way expressing an opinion on the worthiness of any claims to territory or political legitimacy that the micronation might make, merely that it has a defacto existance.

8. The Republic of Lavalon never recognises the right of any entity to speak for people other than those who are expressly aware of and consent to their citizenship in that entity.

On De Jure Recognition

9. The Republic of Lavalon extends dejure recognition to those micronational entities with whom we wish to establish ties of friendship and mutual benefit.

10. The Republic of Lavalon reserves the right to be selective in the conduct of it’s diplomacy.

11. The Republic of Lavalon will only extend de jure recognition to micronations that:
a. have been in existence for at least six months;
b. have functioning of state like aparatus
c. conduct diplomacy with civility and professionalism
d. have a website that makes certain information about the micronation publically available, at a minimum there should be copies of the constitution or equivalent documents, and information on foreign policy.
e. have their own domain name (eg. lavalon.info). Micronations who are members of formal intermicronational organisations or treaties to which the Republic of Lavalon is a party, are excepted.

12. The Republic of Lavalon will NOT extend de jure recognition to entites that:
a. claim a mythical or fantastical history as if it were fact.
b. engage in “recwar” or other such role playing games.
c. are overtly hostile to our friends.
d. are in any way institutionally racist, sexist or homophic.
e. are fascistic in their nature, or embrace fascistic elements.
